This is an update of Malaysia's telecoms market, covering mobile and fixed broadband market trends and regulation. It includes service provider performance, multiplay services and bundling, and operator initiatives.


  • The mobile market continued to weaken through 1H17. Leading operators’ mobile services revenue growth rates remained negative YoY, while QoQ growth rate returned to positive. The impact of SIM consolidation on the prepaid segment is slowly subsiding, and the steep decline in ARPU has stabilized as operators stop undercutting the competition on pricing.
  • Mobile subscriptions fell 2.6% YoY to 42.5 million in 2Q17. Mobile subscriptions by type are now mostly WCDMA and LTE; combined share exceeds 79%. Operators have aggressively pursued their LTE rollout targets, achieving near nationwide coverage in 2017. Spectrum refarming in 900MHz and 1800MHz is helping Digi to expand LTE network services to urban and rural areas.
  • New entrant U Mobile is challenging incumbents with network rollout and cheap postpaid plans. With additional spectrum in the 1800MHz and 900MHz bands, acquired mid-2017, it ended its network-sharing agreement with Maxis to build and expand its own network. Two new entry-level plans offer unlimited voice calling and free unlimited music streaming across a wide range of music-streaming apps.
