Introduction

In September 2017, the Swiss Federal Council proposed to reform the country's Telecommunications Act. Despite its efforts to increase competition and consumer benefit, the nature of the framework largely remains one of light-touch regulation.

Highlights

  • Market evolution highlighted the need for regulatory change. Technological development in recent years has removed the previously strong link between networks and services, so regulators need to redefine the framework, and identify which rules should apply to services such as social media platforms.
  • The existing access framework in Switzerland has a scope limited to the old copper loop, which has already been deemed obsolete by Ofcom, with particular regard to unbundling which is a service in decline. The proposal updates and expand the scope of access obligations to fiber networks.
