This report offers a detailed analysis of the Argentinian telecoms market.


  • The new Argentinian government has changed the telecommunications landscape and the business climate. A Ministry of Communications was appointed and a new converged regulator (ENACOM) was created. Argentina’s three nationwide incumbent wireless operators, Movistar, Claro, and Personal have even shares in a competitive market, but are unable to offer pay-TV services due to regulatory restrictions.
  • An early presidential decree granted two years (extendable to three) of exclusivity where mobile or fixed incumbent operators are not allowed to offer pay-TV services. DTH, the fastest method by which fixed operators can offer pay TV, is currently forbidden to these operators by the regulatory regime, because satellite television is considered a stand-alone service and can’t be combined with other services.
  • Cablevision (Clarin Group), the main media group and the top cable operator and fixed broadband ISP ended the long legal dispute with the previous government that would have obliged them to divest Clarin Group assets. Cablevision acquired Nextel (which provides trunking services in main areas but lacks mobile spectrum).
