This is an update of Myanmar's telecoms market, covering fixed broadband and mobile market trends and regulation. It includes service provider performance, multiplay services and bundling, fixed broadband pricing, mobile data pricing, and operator initiatives.


  • The government’s effort to liberalize the telecoms sector led to the award of mobile licenses to private players Ooredoo and Telenor in 2H14. Within two years, mobile penetration rose to 68% at end-2015, from 15.9% in mid-2014. In contrast, fixed broadband remains unaffordable, with household penetration below 0.1%. MPT, Telenor, and Ooredoo continue to vie for market share with competitive data and voice pricing, coverage expansion, and innovative services. Operator ARPU is on a glide path; net subscriber additions begin to slow.
  • Viettel, the potential market entrant, will be up against established players and operating in a relatively mature market where conditions have changed since 2014: new customer acquisitions are hard to come by as urban centers are already penetrated and rural coverage will mean network capex; incumbents already see declining ARPUs; and a telecom tax of 5% will put added pressure on a new entrant.
  • Developing the digital user community and educating users on Internet and smartphones: Telenor holds a monthly “Net Monday” industry event to promote a rich dialogue on topics around growing digital and online community in Myanmar. Similarly, MPT organized a mobile seminar to address topics such as smartphone usage and Internet safety. Ooredoo launched 4G in May 2016, the first operator in Myanmar to do so, though only in selected towns of Yangon, Nay Pyi Taw, and Mandalay. 4G tariffs are on a par with 3G; 4G uptake will depend on availability of affordable 4G handsets. 3G penetration is low with operators yet to recoup their investment costs.
