Highlights

  • Pay-TV penetration is 21%. Piracy is limiting growth and widespread free-to-air services provide sufficient choice for many people. Cable accounts for 85% of pay-TV subscribers and has led the pay-TV sector for many years, but it has passed its peak.
  • Volia continues to lead the market, with 600 smaller operators also active. Volia actively promotes development of the TV sector. Its 2013 launch of the interactive Volia Smart HD platform is the first to run on both its own network and third-party infrastructure.
  • The pay DTH segment accounts for less than 12% of the pay-TV market. Viasat Ukraine dominates the DTH sector. An attempt to introduce a low-cost platform Lybid TV – which was associated with Russian giant Tricolor TV – quickly failed.
