  • In May 2015, the Ministry of Communication (MoC) ruled that Bezeq must lease its DSL infrastructure to mobile phone and Internet service providers and other rivals. However, this reform has not, so far, been strictly enforced. (Bezeq has, for example, refused to implement wholesale telephony and has also declined to activate broadband services at the socket inside consumer premises.)
  • MNOs are looking at fixed-line and TV services bundles to revitalize their profit margins. Cellcom launched triple-play bundles in May 2015, which will further develop its OTT video service launched in December 2014. Cellcom has an opportunity to become a significant player in the TV market, because the liberalization of the fixed market will help Cellcom push its new OTT service to a wider audience.
  • As of 4Q16, there is no IPTV service in Israel. Ovum forecasts an IPTV service will come into the market, but with limited success. IPTV will grow to account for 3.1% of the TV market at end-2021, with 76,000 subscribers. Ovum forecasts that although analog terrestrial TV was switched off in 2011, penetration of digital terrestrial TV (DTT) will witness only minor growth from 24% in 2015 to 25% in 2021. Total pay-TV revenue of $963m in 2015 will stagnate, reaching $958m in 2021. Pay-TV ARPU will fall from $54.49 in 2015 to $51.77 in 2021, as increasing competition promotes price cuts. DTH will grow to become the largest contributor to total revenue at $471m in 2021, up from $437m in 2015.
